General Elections to Karnataka Legislative Assembly-08 Bandobust arrangements for the counting day

General Elections to Karnataka Legislative Assembly – 2008  -        Bandobust arrangements for the counting day and to prevent post counting incidents -  instructions regarding.                                                          Counting of votes in respect of 224 Assembly Constituencies for which the election is being held will be taken up on 25th May, 2008 at all District Headquarters.  Appropriate bandobust arrangements are required to be made at the counting centers as well as in important places, where, after the results are declared, different political parties are likely to take out processions, etc.  to maintain peace and to prevent untoward incidents. Particular attention is required to be paid in respect of the constituencies where keen contest has taken place and where powerful political leaders are contesting.   Hence the following instructions:i.           The Unit Officers should prepare a bandobust plan regarding security arrangements to be made at the counting centers in their respective units for maintenance of peace and for prevention of untoward incidents and to ensure that the counting of votes takes place smoothly without any interference. ii.         For the purpose of making bandobust arrangements, certain District/City Police Units have been allotted other State SAP companies.  In addition, they will be provided with adequate number of KSRP platoons.  The Unit Officers should make arrangements not only in district headquarters, but also in taluk headquarters, to maintain peace and to prevent untoward incidents.iii.      All the available force within the respective districts should be mobilized for bandobust arrangements.  If necessary, the Unit Officers may requisition Homeguards to the extent necessary through their respective Commandants.  The requisition for the services of the Homeguards should be sent to the respective Commandants and a copy should be marked to the Commandant General, Homeguards, by 5 P.M. on 23rd May, 2008.  The number of Homeguards to be requisitioned  to assist the Police in making bandobust arrangements on the counting day, should not exceed the actual strength of Homeguards available in their respective units. iv.       Soon after the counting is over and results are declared, the political parties are likely to take out processions.  Wherever such processions are likely to give scope for breach of peace and untoward incidents, the Unit Officers may examine the need to impose prohibitory orders u/s 144 Cr.PC. or u/.s 35 of the Karnataka Police Act and take appropriate action, accordingly.  Wherever the Unit Officers decide to impose prohibitory orders banning the processions, in such places, the services of the Executive Magistrates should be requisitioned to guide and assist the Police in maintenance of peace.  Wherever necessary,  the prohibitory orders  may be imposed not only in the district headquarters but also outside including taluk headquarters and other important places or the  entire district/ taluks depending upon the need to do so and appropriate bandobust arrangements may be made at taluk headquarters and other sensitive places also.  Soon after the results are declared, intense patrolling should be taken up in sensitive areas to maintain peace and to prevent untoward incidents.v.         Wherever necessary, the Unit Officers should make arrangements for providing security to the elected as well as defeated candidates, so that they are not subjected to any assault or harassment, etc.vi.       Arrangements may be made to gear up the District/City Special Branches in their respective units to gather information which will have a bearing on law and order situation in the respective unit and based on such information and assessment of the situation, appropriate measures to maintain peace should be taken.   2.  Allocation of Armed Forces for counting and post-counting duties is as follows :

 3.          The number of KSRP platoons provided includes the platoons already provided to the city/district police units.          4.  The IGP, KSRP will ensure that the KSRP platoons allotted in the strength as indicated above, report to the respective unit officers by 3 P.M. on 24th May, 2008, without fail.  While withdrawing the platoons deployed for election duty in the third phase polling area, he may allot the platoons to the extent of allotment to the respective units for counting bandobust duties to be retained in the respective units only.          5.  The platoons deployed for counting duty will be on deployment up to 10 A.M. on 27th May, 2008.  If, for any extraordinary reason, extension of the deployment is required, the unit officer should seek the approval from ADGP, Law and Order.                                                            for Director General and Inspector Genera Police,Karnataka State, Bangalore.
